Transport remains the largest single source of greenhouse gas emissions in the EU, accounting for close to 29% of the bloc’s total emissions in 2022, with road transport responsible for the large majority of that figure. Despite years of policy effort, transport emissions have shown only slow decline.

Buildings remain the EU’s single largest energy consumer — accounting for 40% of energy consumption and 36% of energy-related greenhouse gas emissions — with 75% of the existing building stock still rated as poor-performing. New EU rules under the revised Energy Performance of Buildings Directive take effect on 30 May 2026, pushing Member States toward a fully decarbonised building stock by 2050.

Energy

Europe’s energy sector is in the middle of a structural transition: the EU’s binding 2030 target now calls for renewables to reach at least 42.5% of final energy consumption, up from 24.5% in 2023 — meaning the pace of deployment needs to roughly double within the decade.

Physical inactivity carries a real economic cost: WHO/OECD analysis estimates that closing the activity gap could save European health systems billions of euros a year, while the European Commission puts the direct health-care savings from more active populations at roughly €8 billion annually. Yet nearly half of EU adults report never exercising. Sport organizations sit at the intersection of this public-health challenge and a fast-professionalizing industry — one increasingly judged on governance, community impact, and measurable outcomes, not just results on the field.

Grassroots & Competitive Sport

Sport contributes an estimated 3.37% of EU GDP, but the sector runs on a fragile balance: the European Sport Model is built on solidarity between grassroots clubs and elite competition, with revenue and support meant to flow from professional sport back down to youth development and community-level activity. In practice, that flow is often reversed — grassroots clubs and volunteers carry much of the financial and organizational weight that keeps the wider pyramid running. Organizations at both ends of that pyramid — community clubs and academies as well as competitive and professional structures — face growing pressure to professionalize governance, prove community impact, and communicate that value clearly to funders, sponsors, and the public.
